Role Descriptor
DHL Express is looking for a Customs Clearance Manager to join and lead our team. He/she will be responsible for managing the inbound clearance process and the export process within established standards for processing and transit time. Manage the customs interface with DHL’s shipping processes to satisfy the key contributory element to customer satisfaction.

Key Responsibilities
He/she will have to perform the following key activities:
- Maximize pre-clearance performance with the accurate and appropriate customer declaration.
- Provide satisfactory customs clearance service in accordance with customer’s requirement without delay and any excess of Duty/Tax payment.
- Ensure to provide competitive clearance service and support customers to get an advantage in making business with DHL.
- Provide management information and reports as required.
- Support to achieve Gateway Operations KPI with the most competitive customs clearance capability.
- Customs officials, Other Regulatory officials (Finance, Trade and Transportation) Airport authorities, Ground handling agents, Airlines., Service Providers:
- Negotiate with customs clearance officials on duty payments, difficult clearances etc.
- Deals and negotiates with customs officials directly on problem shipments.
- Build-up the keen relationship with the relative parties to facilitate the developed customs clearance system.
- Implement the efficient/appropriate clearance procedure to comply with all the regulatory rules/policy and achieve DHL service objectives
- Provide the effective/efficient recommendation to attribute Country to be more competitiveness with improved clearance processing and system.
- Regional office operations, services & IT groups:
- Understand RO standard and mission and achieve the agreed goals and KPI in accordance with standard clearance process.
- Establish standard structure and business rule in compliance with standard guideline and attribute to achieve RO OPS mission and goals.
- Set-up the standard IT system for customs clearance and implement IT system to maximize the clearance efficiency.
- Gateway staff at all levels:
- Build-up the virtual communication channel and communicate closely to understand the requirement and need within Gateway.
- Sales & Commercial Group.
- Set-up the process flow to get the dominant competitiveness in clearance processing and keep developing clearance strength.
- Develop/facilitate the specific process for Key accounts and IMP accounts when necessary.
- Customer Clearance Management:
- Establish efficient resource allocation in accordance with timing of data availability, shipment volumes, adequate staff skills levels and 3rd parties working hours.
- Monitor inbound and outbound shipment processing through the clearance process and ensures clearance is smooth and rapid – including customs, quarantine, censorship etc.
- Ensure the clearance process meets all legal and statutory requirements.
- Evaluate Customs Clearance procedures and methods to achieve optimum service and cost performance; participate in Gateway quality policy and initiatives e.g. COAM, TSP.
- Pay and record customs duties / taxes in an accurate and timely manner.
- Control bonded areas and is responsible for managing clearance status of shipments held in bond for any reason.
- Liaise with DHL customers where paperwork and authorisation are required from them to expedite clearance of their shipments.
- Manages Customs Clearance Unit resources including cost and performance management.
- Analyse Customs Clearance performance and solve the problem and take corrective actions with relative parties for the most competitive Clearance Performance/Capability.
- Customs Clearance Team Management:
- Ensure accurate preparation of Customs declarations and the timely lodgement of those declarations.
- Review the work of the team incorporating a risk management approach
- Initiate/drive team effort to ensure the attainment of both inbound and outbound shipment clearance, efficiently within clearance performance targets and transit time.
- Allocate clearance resources based on the timing of workload, shipment volume and 3rd parties’ working hour to provide the competitive DHL clearance service to customers.
- Analyze clearance performance and take the corrective action in co-operation with the relative parties (eg. Sales, Finance, CS etc).
- Identify the cost saving/efficiency opportunities within clearance activities/organization.
- Training and Coaching:
- Ensure team to understand and learn internal and external clearance knowledge and concerned regulation.
- Provide team all the updates on DHL strategies and DHL Customs KPIs and educate the staffs to understand properly.
- Provide the periodical/ad-hoc training to develop team to competitive and professional organization.
- Ensure the staffs to use DHL clearance application properly and update to provide the accurate clearance service to customer.
- Develop a high performance service culture within the functional department. Plan, organize and direct and efficient and effective functional department.
- Develop IKOs/KPIs with team members and monitor individual performance.
- Consult performance appraisal.
- Manage the allocation of appropriate resources and commitment of staff to the achievement of Global, Regional and Country objectives and targets.
- Identify training needs and opportunities to develop a highly skilled functional department.

- 5-7 years relevant experience of working with customs within transportation, logistics or import / export industry.
- 3 years of experience in a leadership role.
- A network of relationships with local authorities.
- Degree. (preferable)
- Customs Broker license. (preferable)
